Standardization of Rolling Stock, Transfer of Technology and Railways- The Turning Point.
Summary:
This strategic paper, written in 2015, on strategy for Technology Acquisition for “Make in India”, was prepared at the behest of the Cabinet Secretary, when a large JICA loan was being envisaged under STEP loan conditions, for rolling stock and other such investments by Government of Japan. The then Secretary/DIPP, Mr. Amitabh Kant, asked CEO, NITI to assign me the task of preparing the strategic paper on transfer of technology, in the backdrop of my observations in the meeting chaired by Cabinet Secretary. As a Member of the Committee set up for this purpose, under the Chairmanship of Additional Secretary/DIPP, I was also privy to the comments of the Delhi Metro Railway Corporation, as forwarded to Ministry of Urban Development, on their reluctance to standardize Rolling Stock. A response to these queries too was given from NITI. Now, when a milestone decision has been taken to standardize Metro coaches, as informed by our FC, I thought this paper would be an interesting read for IRAS officers, to see what a struggle it has been.
